we know that

If two figures are similar, then the ratio of its corresponding sides is equal and this ratio is called the scale factor

Let

z----> the scale factor

In this problem


z=(B'C')/(BC)=(B'A')/(BA)=(A'C')/(AC)

we have


B'C'=3-(-3)=6\ units


BC=1-(-1)=2\ units

substitute the values


z=(6)/(2)=3

The scale factor is greater than 1

therefore

The dilation is a enlargement
