The Lusitania was a British luxury liner which carried the arms that could be used against Germany. When Germany torpedoed the Lusitania, they were not aware of the 128 Americans on board whom they killed. Americans were outraged at such a "mass murder". Germany could not risk involving the Americans to go at war with them so they promised to pay for damages and promised not to attack any other ships without warning in the future.
