generally when speaking about an angle measure using radians, the symbol π is used.( For example, one might say an angle measure was 5π/3 radian). The question for you to answer is this; is 5π/3 radians the same as 5/3 radiams ?

No because 5π/3 is a completely different number than 5/3.

5/3 exists as a radian angle but it is not equal to 5π/3

It ain't coterminal either.
