Jackson disagrees with civil disobedience, because he says that such disobedience is "not far removed from open crime." He says that civil disobedience is against the "American way of life."

Basically, he is saying that civil disobedience is a crime because it creates tensions that lead to violence. Instead, Jackson believed in the democratic process that would eventually lead to a better life for all.
