What reason did justice black give for supporting the constitutionality of the new jersey law?

He believed that it was constitutional because although there were issues, there was no establishment in any way because the people were reimbursed regardless of their religion and the money was given to parents and not any religious institution. Since it was done this way, there was no breaking of the establishment clause.
