The answer is diffusion of responsibility. Darley and Latané (1968) guessed that onlooker lack of care was caused by a weakening of the person's awareness of other's expectations in a bigger gathering of individuals. This is a socio-mental marvel whereby a man is less inclined to make obligation regarding move or inaction when others are available.
