v = 2i
w = 3i +8j
2i = (2,0) a vector that lies on the X axis
3i +8j = (3,8) the terminal point of the 2nd vector
so we want the angle between (3/8) and the x axis
the formula for this is arctan(8/3) = 69.44
rounded to nearest tenth = 69.4 degrees
