Option A. is correct.

There is less available energy in the fourth trophic level because at each successive trophic level only 10% of the available energy from the previous trophic level is transferred. This is called 10% law of energy transfer. Rest 90 % of the energy is lost as heat to the atmosphere through metabolic activities of the organisms in that level.
