What does Gandhi mean that his public life in South Africa began in "troubled weather"?

Gandhi meant that he discovered that as an Indian man, he is not welcomed in the country. His first encounter with a British officer was not very pleasant. "Troubled weather" symbolizes a beginning of being discriminated the moment he steps foot in the area.
