I would say that if the state is successful in achieving a port and coastline it will most likely be elongated to extend its boundaries to a small length of coast so it can have at least one port for trading its goods much as Bolivia which is fairly compact in outline would have if it is successful in its bid to obtain some land taken by Chile in the War of the Pacific in the 1800's.
