I believe the answer is: Seek anybody who seeks to influence; members of congress, staffers, or any policy making official in the executive branch.
The lobbying disclosure act requires government officials to disclose the amount of money that they receive from lobbyist during political campaigns in order to make sure that the private sectors do not gain total control on the government sectors.
