1) Breaking away from isolationism- The American government and citizens, for the most part, wanted to use the policy of isolationism. This focused on staying out of international affairs. However, the sinking of the Lusitania and the Zimmerman Telegram changed the mind of the American government. When receiving the Zimmerman Telegram, the US had to explain to the public what this said in order to convince them that isolationism was no longer an option. They did this by creating propaganda that painted the Central Powers in a negative light.

2) Need for support/resources- The American government lead a huge propaganda campaign so that people would help with the war effort. This included advertisements encouraging men to enlist in the army, buy liberty bonds, and conserve food (like bread) to ensure that there are enough supplies for the military.
