Why weren’t all Jews killed immediately upon being imprisoned by the Nazis?

Well, according to how Hitler wanted to deal with the Jews, the reason they weren't immediately killed, was because both Hitler and the Nazis wanted the Jews to suffer like the Germans did, due to the vast belief that the Jews caused everything.
