the complete question in the attached figure

we know that
Based on the secant theorem
AC*BC=EC*DC
so
BC=[EC*DC]/AC
AC=12
DC=4
EC=9
BC=[9*4]/12------> BC=36/12------> BC=3

the answer is
BC=3
