1946 held one of the most controversial elections of the county unit system era. It was the Democratic gubernatorial primary. Thanks to the County Unit System of primary elections, Talmadge amassed almost a 60% majority of the statewide county unit votes, by winning many rural counties. He won the primary, despite having lost the popular vote to James V. Carmichael.
