As noted inside the beginning of James.

(James 1:1) - "James, a sservant of God and of the Lord Jesus Christ, who is writing to the twelve tribes scattered abroad" (emphasis added). The twelve tribes are the tribes of Israel (Jews) who were scattered in the Great Dispora following a failed revolt against the Romans
