while both a and c work the most likely answer that they want would be A because it represent the cents already and it shows all possible ways that those two values can be split among 1 dollar

Options A, C, and D are all correct.

0.05x + 0.10y = 1.00 ------------------------- (option A)

Multiply by 100 through:
5x + 10y = 100.00 ------------------------- (option C)

DIvide by 5 through:
x + 2y = 20.00 ------------------------- (option D)

The question asked for the standard form, so the answer is Option D.

Answer: Option D
