The change can be attributed to the Gulf of Tonkin Incident in which was the first time that Northern Vietnamese forces had a direct confrontation with the United States forces.

While early in 1963, Johnson's advisors were thinking of withdrawing from indochina, the incident helped develop more support for the war, both from within the government and from the Public.
