The president who made a deal with Leonid Brezhnev was Richard Nixon. In 1972, president Nixon went to Moscow in order to discuss several pressing issues with the Soviet Union, including the development of nuclear weapons. These eight days worth of meetings resulted in some compromises, including the Anti Ballistic Missile Treaty and the Strategic Arms Limitation Treaty (SALT).
