Which culture fears silence rather than embracing it?

I believe the answer is: European- American

European- American often use silence to negatively respond to our communication partner. which often taken as a form of dissatisfaction.
In other societies such as eastern Asian, Silence often perceived as attentive behavior that make them feel appreciated.
