we know that

[scale factor]=[measure smaller cylinder]/[measure larger cylinder]
[scale factor]=[9]/[18]---> 1/2

[volume of smaller cylinder]=[scale factor]³*[volume of larger cylinder]
[volume of smaller cylinder]=[1/2]³*[14464]---> (1/8)*14464---> 1808 in³

the answer is
1808 in³
