id say D but its a poor explination in general

department of defense includes the navy, marine corps, army, and air force. they are offensive military branches that have restrictions to what they can do to other sovereign countries.

the department of homeland security includes the coast guard, secret service, customs and border patrol, etc. it is meant to solve problems of the US in the US.
