The Framers gave the power of Commander-in-Chief of the Armed Forces to the President, rather than Congress, to balance the distribution of powers regarding the military interventions of the country. In the same way, a limit was established on the operative capacity of the President with respect to the Armed Forces, so in order to declare war, the President has to be authorized by the Congress.
