You have to use the midpoint formula, which is (x1+x2/2, y1+y2/2)
1. Plug in the coordinates
((-3 + 5)/2, (17 + 2)/2)
2. Solve the equation
(2/2, 19/2)
Center of the circle: (1, 9.5)
