Answer:

1. The discrimination in that picture is that the women haircut price cost $10 more then the mens

2. This type of pricing probably exist because they are either sexist or they charge more for women because some have extremely thick or long hair

3. It's not illegal to charge more based on sex, the 14th amendment doesn't apply to this making it completely legal since it's a private business.
