Explain why the weak acid-strong base titration equivalence point is not at ph= 7.0.

A reaction between a weak acid and a STRONG BASE produces spectator ions and a weak conjugate base at the equivalence point, and therefore will be BASIC. You can remember it as the stronger reactant (base) "winning out".
