The answer is denial of the right for congress to levy taxes. The Articles of Confederation, or as a minimum the 1777 draft, did no longer specially "deny" the right of taxation to the Congress however rather allocated this strength to the states.The consequent lack of ability of Congress to levy taxes on its very own become certainly a component behind the Articles' eventual substitute through the charter.
