we know that

[volume of a cone]=pi*r²*h/3
r=2 in
h=6 in
[volume of a cone]=pi*2²*6/3------> 25.12 in³

1 ft³---------> 1728 in³
then
X------------> 25.12 in³
X=25.12/1728-----> x=0.014537 ft³

if 1 ft³--------------------> cost $5
0.014537 ft³-----------> X
X=0.014537*5-----> x=0.073

the answer is
the total value of the substance in the container is $0.07
