This is true, and it is especially true in the case of very young victims, for whom the sexual abuse might have been the only form of sexual contact they have had - and way earlier than is healthy.
The victims might then be seductive because they would feel that this is a behaviour expected of them - as a reaction to their abuse. Abusers of young children often tell their children that what they're doing is normal and this might also lead to a change in their behaviour towards others.
