President Clinton regrets the failure to act during the Hutu's genocide against the Tutsis in Rwanda. The Hutus and the Tutsis are the two biggest ethnic groups in African country of Rwanda. They have had bad relations with each other for a long period of time, and it has often been demonstrated with violence, which unfortunately came to the point of genocide. The world powers, including the USA, were very quiet about this and did little to nothing in stopping the genocide in practice.
