Hi there!

It seems as though we'll need to solve each of the circumferences:
(Order from top to bottom)
1. C = 10 cm
2. C = 10pi cm = 31.4
3. C = 4pi cm = 12.6
4. C = 2pi cm = 6.3

Using these values, we know that Circle 2 is the largest and Circle 4 is the smallest.

ORDER:
(largest to smallest)
Circle 2, Circle 3, Circle 1, Circle 2

Hope this helps!! :)
If there's anything else that I can help you with, please let me know!
