For any atom to be electrically neutral, the atom MUST have the same numbers of protons and electrons. So if you have 13 protons, you need 13 electrons to be neutral.

I'm only adept in atomic makeup but my guess would be 13 electrons since they have a negative charge and protons have a positive one.
