The action of Justinian which contributed to the decline of the Byzantine empire IS THE REBUILDING OF CONSTANTINOPLE.
Justinian was the Byzantine emperor who ruled from 527 - 565, his principal goal was to restore the original Roman Empire. During his reign, he engaged in several wars and in rebuilding of Constantinople. This has a great effect on the financial status of the empire and led to its decline.
