+3 ,that is outside, means translated 3 units up,
+3 ,that in the parenthesis, (x+3) means shifted 3 units to the left
(2) means compressed horizontally
"- " in front means reflected over the x-axis

The graph is compressed horizontally by a factor of 2, shifted left 3, reflected over the x-axis, and translated up 3.
