What were the us relations with cuba like under president jimmy carter?

They were actually pretty good. He was the first president to visit Castro and negotiate and even managed to get a deal to open offices in Cuba and the US which would serve as a sort of a downgraded embassy. He also lifted restrictions on travelling to Cuba for American citizens which was odd considering that they were at the height of the cold war.
