These domestic disputes and disagreements could be at home (and here for example a person can accuse another person in court of domestic violence), or it can mean "inside the country". An example is a dispute between two companies inside of the same country.

The government can mediate through civil court cases. Both parties accept that they will accept the government's decision and they let the government mediate in their dispute.
