Bystander effect--this occurs when people near an event do not react to the event.

The bystander effect accounts for crowd behavior in the case of an event. The crowd could impact the end result of the event but no one will step out from the crowd singling themselves out and therefore no one does anything.

Answer:

It is an example of Pluralistic ignorance

Step-by-step explanation:

When something terrible happens to a person, it is essential to step ahead and help. However n reality most people tend to ignore such circumstances terming then as unconvincing, or they separate themselves from being involved. A person is suffering and needs attention.

Even though others may fail to take an initiative of helping to make a video of the event and to post online can be a way of extending a hand in helping. Therefore the act of preceding such scenario is called Pluralistic ignorance.
