The movement of the winds is determined predominantly by two factors, the movement of the Earth around it's own axis, the rotation, and the movement of the sea/ocean currents. The winds that are more influenced by the Earth's rotation are moving towards west, while the winds that are more influenced by the sea/ocean currents are moving towards east.
