According to the Narrator, the person appears to be a woman, who creeps about the borders. It is one of the characteristics that highlight’s the narrators mental spiral from being trapped in the room.

The Yellow Wallpaper is a story about a woman that is suffering depression after giving birth to her first child, as her husband diagnoses her with hysteris she is sent to a rural house to calm her nerves and he forbbids her to write or express her feelings, she starts to deteriorate quickly and soon she is only confined to a bed in a room with a yellow wallpaper where she starts to see a woman that is trapped behind the wallpaper.
