We have that:

(7x+5)(2x^3-4x^2+9x-3)=

7x(2x^3-4x^2+9x-3)+5(2x^3-4x^2+9x-3)

=(14x^4-28x^3+63x^2-21x)+(10x^3-20x^2+45x-15)
Now we add monomials of the same grade and we get:

14x^4-18x^3+43x^2+24x-15
