We would do division by the amount they have built by how long it took them to built it.

\boxed{15.36/6} = 2.56(km) \Leftarrow a \ week

Your answer:
\boxed{\boxed{\bf{2.56(km) \Leftarrow (per \ week)}}}

divide total length by time:

15.36 / 6 = 2.56 km per week
