Remember that the vertical line test says that if a vertical line intersects a graph more than once then for one value of x the relation has more than one value of y; therefore, the graph doesn't represent a function.
If we draw a vertical line on our graph, we realize that the line intersects the graph more than once; therefore, the given graph is not the graph of a function.
