First we must note that HCl is an Acid. I’m order to neutralize an Acid, you have to use a base.

You can’t neutralize acid with H2O. Only dilute it.

NaCl is simple table salt. That won’t have any effect.

H2SO4 is Sulfuric Acid...can you neutralize an Acid with an Acid? No.

So, by deduction, your answer is NH3, the only base on the list.
