President John F. Kennedy was considered to be a visionary and by giving more funding to conventional forces as well as special forces, he wanted to make it possible for the United States Department of Defense to be more flexible when it came to conducting unconventional warfare and counter insurgency.

To achieve this purpose, President Kennedy had meeting with Generals of the Armed Forces to create such special forces with unique capabilities. Also, he wanted to assure that global initiatives for freedom were successful. He promised to substantially increase funding for these new special forces.

One such a group that came from this initiative was the "Green Berets" which gave President Kennedy and Impressive demonstration of its capabilities on October 12, 1961 when he visited Fort Brag and the US Army Special Warfare Center. After the demonstration, President Kennedy was convinced that this was the right way go.
