Explanation:

In order to see which equations are equivalent you just need to solve the equations for Y, so lets solve the two that are correct:

2x-3y=12

-3y=12-2x

y=12/-3 - -2x/-3

y=2/3x -4

So this one is equivalent, the second:

-4(2x-3y)=-4(12)

We can eliminate both -4 from both sides and are left with the same equation as the B option, so both are equivalent.
