You must ask yourself these question to get the answer.

- why are they working out that much?

- how much do they weigh?

- how much muscle do they have?

I would say no personally. A 14 year old male can weigh anywhere between 104- 154 pounds (statistics on what’s average based on different heights) A female who is 14 can weigh anywhere between 104- 145 pounds. I don’t think that it’s healthy to be lifting that much weight even if they weighed more. Lifting puts stress on your muscles and arms and legs. You could tear a muscle or get serious medical issues. I would advise a 14 year old not to do that.

Age doesnt nessecerily have a huge factor on how much some one can lift. The factors that you should be focused on are the size of the 14 year old, does it hurt to lift it, how many reps is he/she doing. Ive seen 14 year olds that are really meaty and buff and ive seen some who dont really have strenth to them.
