I believe the answer is: Mills v. Board of Education

In Mills v. Board of Education, the court ruled that people with dissabilties have the right to obtain public education even if they do not have necessary fund to pay for the cost. This decision is made on the basis that a nation should always made efforts to help its citizens realizing our true potential.
