Answer: 7 full layers

Step-by-step explanation: well 2 can be changed to 6/3, and 6/3 divided by 1/3 is 6 layers from two pounds. Then the tricky part is the 3/5, but you can make a common denominator, aka to make a layer is 5/15, and the amount ou have (besides the two pounds) is 9/15. 9/15 is enough for one more 5/15, making an extra layer, aka 7 full layers.
