What could this country (laputa) that gulliver discovers symbolize (i.e. what is gulliver satirizing in the above excerpt)?

In the book, Gulliver Travels, Laputa is a flying island which is about 4.5 miles in diameter. The island was filled with men of science who used magnetic as a magnetic transport from one point to the other. The island represents England and how it used its power to oppress Ireland (Ladago in the story)
Gulliver tries to portray the satire on how England used science to suppress Ireland and further exposes the corrupt side of England.
