The order would be:
chest x-ray,
purified protein derivate (ppd) test,
and sputum culture

The chest x-ray should be done first as it is easy and the result could be obtained fast. Purified protein derivate will be second since its involve intradermal injection and a bit hard to do. Sputum culture needs weeks but it is the most important test to prove there is an active infection.
